NSW: Carr lashes fed govt over Medicare changes

New South Wales Premier BOB CARR says the federal government's changes to bulk-billingwill put more pressure on public hospitals and emergency departments.

Mr CARR says he always backs the HOWARD government on important issues like nationalsecurity, but he cannot work with it on its latest policy change.

Prime Minister JOHN HOWARD yesterday unveiled the government's $917 million Medicarepackage, with incentives for doctors to bulk-bill only patients with concession cards.

Mr CARR says the lack of incentives to extend bulk-billing beyond concession card holderswill put even greater pressure on already-stretched emergency departments.

He says people with a sprain or an infection that should be dealt with by a GP aregoing to hospital because of the lack of bulk-billing.
